Infrastructure Development in Remote Canada: A Discussion of First Nations-Led Projects and Progressive Financing Options

This session will explore newly established First Nations-led infrastructure projects, such as the Wataynikaneyap Power Transmission Line Project, as well as progressive financing options and partnerships.

Elan Cusiac-Barr has 20 years’ experience in originating, structuring and leading infrastructure transactions through the project life cycle in Africa, Asia, CIS, the Middle East, Canada and the UK. He recently joined PwC’s Capital Project’s and Infrastructure (CP&I) practice as a Director based in Montreal. Prior to joining PwC Elan was a Senior Investment Officer and the Regional Hub Leader for West and Central Africa for the International Finance Corporation’s (IFC) P3 Transaction Advisory group. IFC is the private sector arm of the World Bank Group. He was responsible for developing and implementing innovative P3 transactions to mobilise investments and deliver improved infrastructure and services in some of the most challenging countries in Africa. Prior to working for IFC Elan worked for KPMG’s Global Infrastructure Projects Group out of London. Elan started his career with CPCS, an international consultancy specialising in infrastructure development and transaction advisory services in Africa, Asia and the Middle East. Elan holds an International MBA in Finance from the University of Ottawa.
