Cross-Country Policy Dialogue on the Social Economy - Winter 2005-2006
In the summer of 2005, staff in the Community Development and Partnerships Directorate (CDPD) of HRSDC were given the responsibility to develop the framework for a future Government policy on the social economy. Because of the inherent diversity and complexity of the sector, and the need for policy proposals to be informed by the experience of people working at the community level, members of CDPD's Community Sector Organizations (CSO) Unit embarked on a cross-country, informal dialogue with stakeholders. CSO Unit staff met with the people who struggle with the challenges facing social economy organizations on a daily basis: representatives from community-based organizations, private sector people, academic experts, and officials from all levels government (federal, provincial, municipal, local and Aboriginal). This paper examines the powers of First Nation governments to tax their members. According to the authors difficulties often arise when First Nations try and tax their members. The author gives three reasons why First Nations have difficulty taxing or taxation revenues account for a small portion of their revenue base.
