The Pictou Landing First Nation (PLFN) commissioned this background paper
to assist them in establishing a regime for managing the commercial fishing
licences and related boats and gear resulting from the government's response
to the Marshall decision (sometimes referred to as the Marshall Response
Initiative or MRI). In developing the terms of reference to guide the
Institute's work, the PLFN requested that the paper take into consideration
lessons from commercial operations in other sectors such as forestry.
A Holistic Framework for Aboriginal
Policy Research

The purpose of this paper is to support Aboriginal and non Aboriginal
researchers working in an Aboriginal context and to encourage them to
adopt a holistic approach to Aboriginal policy research. The paper offers
information on various research methods as well as several appendixes
useful in the research process.

The federal government requires the development of a strong knowledge
base and policy capacity in order to respond to the increasingly complex
policy issues facing Canada. The Policy Research Initiative's core mandate
is to advance research on emerging horizontal issues that are highly relevant
to the federal government's medium-term policy agenda, and to ensure the
effective transfer of this knowledge to policy-makers.
The Wi'la'mola Project
- (Port McNeill, British Columbia)---Nimmo Bay Resortand the Kwakwaka'wakw
First Nations, working through the U'Mista Cultural Centre and Museum
at Alert Bay, have jointly conceived the Wi'la'mola Project. The purpose
of the Wi'la'mola Project is to establish a robust, sustainable, world-class
tourism industry and infrastructure, anchored in cultural and wilderness
adventures, based in the central coast area of British Columbia (also
known as the Mount Waddington Regional District). The Wi'la'mola Project
will act as a catalyst for broader regional economic revitalization, promote
cultural reconciliation, and serve as a
comprehensive tourism development model for region and for the local
